II. C. 11    DeKalb Technical College

Procedure for College Closing Due to Inclement Weather

It is the policy of DeKalb Technical College to ensure a safe campus environment for students, faculty, and staff.  There shall be administrative procedures established to give direction when inclement weather or other similar emergencies present a possible safety concern.

PROCEDURE FOR A DECISION TO CLOSE, NOT TO CLOSE, OR TO DELAY THE OPENING OF THE COLLEGE

1.      At approximately 5:30 a.m. to 6:00 a.m., the President makes a decision based upon weather reports and other available information regarding closing the College or delaying its opening.  In the event that the President is not available, the Vice Presidents of Administrative Services and Academic Affairs will jointly make the decision.

2.      The President will contact the Vice Presidents regarding the decision to close, or to delay the opening of the College.  Each Vice President is responsible for notifying key managers under his/her supervision.

3.      The Director of Marketing and Public Relations will contact designated radio and television stations with the following message: “All campuses of DeKalb Technical College are closed. All day (and evening) classes and programs of the College have been canceled for (date) OR DeKalb Technical College will open at (specified time).”

4.      The Vice President of Administrative Services places the appropriate announcement on the telephone system and Internet. The Director of Information Technology is the backup for the Vice President of Administrative Services.

5.      These steps are repeated before 3:00 p.m. to announce the closing of the College for evening classes if applicable.

WSB Radio and WSB-TV serve as the primary media contacts. Other major media outlets will be contacted time permitting.

Employees are required to rely on the information posted to the telephone system or Internet regarding work schedules on inclement weather days.  In the event that the College phone system or connectivity to the Internet is not working, employees should contact their immediate supervisor for information.

PROCEDURE FOR PAYROLL REPORTING INCLEMENT WEATHER PERIODS:

College Closed for the Day - Any or All Campuses:

Full-Time Employees: Full-time employees receive pay for the day charged as unscheduled holiday. If a non-exempt employee is required by the Supervisor to report to work, the employee is compensated with “equivalent” time off in addition to the unscheduled holiday pay. If an employee reports to work during a closed time and is not required to work, the employee reports a regular workday and does not receive unscheduled holiday pay or equivalent time off.

Part-Time/Hourly Employees: Part-time employees are paid for hours actually worked.  Scheduled hours not worked due to inclement weather conditions may be rescheduled with the approval of the supervisor.

College Opens at an Announced Time - Any or All Campuses: The following examples are based on a partial Inclement Weather Day when DeKalb Tech announces an opening time of 12:00 noon.

Full-Time Employees

1.      Arrival After Official Opening Hours - If an employee arrives at work later than the announced time for opening (for example, 12:00 noon) the hours regularly scheduled for the employee up to 12:00 noon are charged as unscheduled holiday.  The remaining hours are charged against annual leave.

2.      If an employee does not report to work at the announced time for opening (for example 12:00 noon) the hours regularly scheduled for that employee up to 12:00 noon are charged as unscheduled holiday.  The remaining hours are charged against annual leave.

3.      If an employee is already scheduled for a vacation day or is sick on an inclement weather day, the employee cannot charge the hours absent as unscheduled holiday.

4.      If a full-time non-exempt employee is required by their supervisor to report to work during an inclement weather closure, the hours worked are reported as unscheduled holiday and the employee is entitled to “equivalent” time off.

Part-Time Hourly Employees: Part-time employees are paid for hours actually worked.  Scheduled hours not worked due to inclement weather conditions may be rescheduled with the approval of the supervisor.
