Campus Safety and Security

In accordance with the Technical College System of Georgia’s policy II.D.2, Campus Safety, DeKalb Technical College has a police agency, supplemented with a contract security service, to enforce the rules and policies governing the campuses and centers of DeKalb Technical College. 

DeKalb Technical College Security Officers' duties include:

1.      Patrolling the inside and outside of the campus, enforcing school policies and    rules, and noting any safety hazards;

2.      Enforcing the state under-age drinking laws according to the following policies:

a.      The possession or consumption of alcoholic beverages is strictly forbidden on the premises of DeKalb Technical College.

b.      Any student of legal age will be subject to the policies of the College as related to alcoholic beverages described in the Student Rights and Responsibilities in the Student Handbook.

c.      Any student not of legal age will be subject to the policies of the College and will be turned over to the local Police Department for their purview.

3.      Enforcing the federal and state drug laws according to the following policies:

a.      The sale, possession or consumption of illegal drugs is strictly forbidden on the premises of DeKalb Technical College.

b.      All students, faculty, staff, and guests will be subject to the policies of the College and the Technical College System of Georgia as related to illegal drugs.

c.      All persons suspected of participating in the sale, possession, or consumption of illegal drugs will be turned over to the local Police Department for their purview.

4.      Assisting students, faculty, or staff with problems encountered in the buildings, grounds, or parking lot;

5.      Enforcing the rules regarding motor vehicles on campus:  registration of vehicles, parking, speed limits, traffic signs;

6.      Completing the proper reports for accidents, injuries, illnesses (where assistance has been requested), and criminal incidents;

7.      Assist in requesting persons to leave the campus who are exhibiting inappropriate behavior; request the local Police Department to assist if necessary.

DeKalb Technical College Police and Security Officers will be identified by a uniform, security officer badge and DeKalb Tech Employee Identification Card.

SECURITY AND ACCESS TO CAMPUS FACILITIES

In accordance with the Technical College System of Georgia’s policy II.D.2, Campus Safety, DeKalb Technical College has developed the following policy to ensure that the security of students, faculty, and staff is of primary importance in providing a safe environment conducive to learning. 

DeKalb Technical College provides surveillance of the campus through a qualified police agency, contract security personnel and video surveillance cameras. All security personnel have prior experience in security, law enforcement, or currently are active police officers.

The parking lots are patrolled regularly during the day and evening with the assistance of a motorized vehicle and police vehicles. The motorized vehicle is equipped with emergency lighting and the ability to assist vehicles with battery problems.

Parking permits are used to identify vehicles authorized to be on the campus and to facilitate contacting students whose car exhibits a mechanical problem, is involved in an accident or act of vandalism, or is illegally parked.

The areas between buildings and the hallways are patrolled regularly to ensure that the environment is conducive to learning. Currently enrolled or prospective students, faculty, staff, and authorized guests are the only persons authorized on campus, and then only in areas appropriate to their business. Individuals not in these categories are asked to leave the campus.  All faculty, staff, students, and visitors are required to wear a DeKalb Technical College I.D. card or an appropriate Visitor I.D. 

Students, faculty, staff, and visitors should report any suspicious behavior or conditions to the Department of Safety and appropriate campus administrator or Vice President.

DeKalb Tech personnel are strongly encouraged to report anything out of the ordinary.

Access to all DeKalb Technical College facilities by faculty and staff is limited to the normal operating hours of that facility.  FAXS and Information Technology personnel may have the need to occupy the facilities after hours and do so with the permission of their supervisor—with the proper notifications listed below.

Emergency need to occupy any facility of DeKalb Technical College requires that individual to have an outside door key and the security code to disarm the security system, along with the following:

1.      Approval of Campus Vice President or Campus Head;

2.      Notification of the FAXS Director and/or Police Chief;

3.      Notification of the Vice President of Administrative Services.

UNAUTHORIZED PERSONS ON CAMPUS

The security of students, faculty, and staff is of primary importance in providing a safe environment conducive to learning. Currently enrolled or prospective students, faculty, staff, and authorized guests are the only people allowed on campus, and then in areas appropriate to their business.  This is consistent with provisions of the Official Code of Georgia (Volume 17, 1994 Cumulative Supplement, Article 27, Section 20-2-1180, p. 112).  Students, faculty, staff, and visitors are required to be properly identified by wearing a current DeKalb Technical College I.D or appropriate Visitor I.D.

All employees of DeKalb Technical College, both faculty and staff, are expected to adhere to the standards of professional conduct relative to performance of all phases of work.  DeKalb Tech has no provisions for the care or supervision of individuals under the age of sixteen and who have no business to conduct on campus.  Employees and students of the College are not permitted to bring children to campus facilities for any reason unless prior authorization is obtained from the appropriate campus Vice President.

Authorization from the appropriate campus Vice President may be given for DeKalb Tech-sanctioned "shadowing" of an employee for career exploration purposes as part of an organized educational/curricular activity.

Faculty and staff are requested to assist in the monitoring and enforcement of this policy regarding unauthorized persons on campus.  Violations of this policy should be reported to the appropriate campus Vice President for disciplinary corrective action.

 

REPORTING CRIMINAL ACTIONS

The procedure for reporting criminal actions and communication of these acts to all interested parties is as follows:

1.      All unlawful acts (county, state, or federal) must be reported immediately to the Police Chief and appropriate campus Vice President or designee

2.      An Incident/Injury Report Form should be completed electronically as soon as possible by the person reporting the incident or the campus administrator. and the appropriate officials notified for any follow-up as deemed necessary.

3.      A record will be maintained of all reported incidents; reports will be prepared citing the following: any occurrence of murder, rape, robbery, aggravated assault, burglary, and motor vehicle theft, and the number of arrests for liquor law violations, drug abuse violations, and weapon possessions.  This report will be used to complete the Jean Clery Act of campus crime statistics.

4.      Timely notification to students and employees of any criminal acts that have occurred on the campus will be made by the Chief of Policec by means of a notice posted on a bulletin board located in the campus student vending area.  The date, time, and type of criminal act will be included in the information.

5.      The Safety Committee and the administration of DeKalb Technical College will review, at least annually, the statistics related to criminal violations and arrests occurring on all campuses; additional security measures will be taken based upon the needs indicated by the reports.

6.      The Police Chief will make an effort to follow up on all reported criminal incidents, using all procedures available to him to solve the case, return stolen property to the rightful owner, and/or initiate the process leading to the arrest of the guilty party or parties.
