Institutional Effectiveness System

Consistent with the administration's discharge of
duties mandated by the State Board of the Technical College System of Georgia,
The strategic planning process incorporates all
aspects of evaluation, planning and budgeting at DeKalb Technical College
including a regular and systematic review and, when appropriate, revision of
the Vision and Mission statements, developing and implementing College goals
focused on programs and educational outcomes linked with the Technical College
System of Georgia’s Strategic Plan, and development of Annual Action Plans
designed to assist in the achievement of the College’s strategic goals. These
strategic activities are based upon assumptions and conclusions developed as a
result of assessments of the internal and external environments and
identification of strengths and weaknesses of the College. The strategic planning
process focuses on continuous quality improvement systems and projects to meet
future needs and priorities of the College.
The development of Action Plans occurs at the
individual planning unit and subunit level as a result of an annual internal
analysis utilizing the criteria, indicators, and measures in the TCSG
Performance Accountability System (PAS) instrument. The process includes the
development of prioritized objectives and improvement strategies encompassing
one to three year ranges. Units develop operational plans that address
deficiencies identified in the evaluation component of the TCSG PAS report, as
well as additional action plans for any other desired outcomes. Each functional
unit formulates a series of Action Plans that include the following:
1.
A College
planning goal which is directly linked to the Strategic Plan;
2.
Objectives with desired
outcomes necessary to accomplish the goal;
3.
Anticipated
beginning and completion dates;
4.
Identification
of specific resources (both financial and human) required to
carry out the Action Plan.
Action Plans are audited
annually by each functional unit for purposes of citing accomplishments and
revising when necessary. This forms the basis of an institutional effectiveness
report submitted to the President's Office annually by the Director of
Institutional Planning, Evaluation, and Effectiveness. These reports are
utilized in the development of subsequent strategic planning activities. The
Office of the President has the responsibility to ensure that on-going planning
and evaluation activities are taking place and that results of evaluation are
being utilized to improve institutional effectiveness.
