A student who has discharged all obligations to DeKalb Tech is entitled to receive, upon written request, a transcript of his or her permanent record from the Registrar's Office. There is a processing fee of five dollars ($5) for each transcript requested. Official transcripts bearing the seal of the College are not issued to students. Transcripts issued at the Registrar's Office require a picture identification and a twenty-four-hour processing period. Copies of information in the student's education records, with the exception of transcripts from other institutions, will be provided upon written request for a charge of five dollars ($5.00) per request.

REPLACEMENT OF STUDENT IDENTIFICATION OR INVOICE
A student who has lost their invoice for the current quarter may have the paper invoice replaced in the Registrar's Office (Room A-101, Clarkston Campus or Room A-206, Covington Campus). On the Clarkston Campus, a Student I.D. can be replaced in the Office of the Dean of Students, Room A-210. Students at the Covington Campus should check with Student Services (Room A-214) concerning replacement of their Student I.D. There is a charge of five dollars ($5.00) for Student I.D. replacement.
New Student I.D.'s must be picked up within two quarters after being taken or they will be destroyed and the five dollar ($5.00) replacement fee will be applicable.
A student invoice for a previous quarter(s) may be replaced by obtaining a copy from the Registrar's Office.

DECLINED PAYMENT OF CHECKS
Checks presented to DeKalb Tech are verified by a commercial check approval service. If a check is declined, the student must provide an alternate means of payment, either cash, money order, MasterCard, or Visa. Questions regarding the declined acceptance of the check must be addressed to the commercial check approval service.

FINANCIAL AID
All new financial aid applicants eligible for federal or state aid programs must have their financial aid file completed within four weeks before the start of each quarter in order to receive funds during that quarter. Funding may be obtained from a Federal Pell Grant, a Federal Supplemental Education Opportunity Grant (SEOG), a Helping Outstanding Pupils Educationally (HOPE) grant, or other sources. Eligible applicants with completed files after the four-week period will be reimbursed for financial aid during the following quarter. Students must be accepted to a credit program in order to be eligible to receive financial aid assistance. Special Admission students are not eligible for financial aid assistance.
Student Financial Aid Programs are available to students who are eligible with funding provided by federal, state, and local sources. The financial aid application process requires approximately six to eight weeks. Details of the process are provided in the Financial Aid Office.
All students must maintain satisfactory academic progress as defined by completing two thirds of all courses attempted and by maintaining both a quarterly and a cumulative grade point average of 2.0. The financial aid cycle is Summer Quarter through Spring Quarter. Therefore, each year all students requesting financial aid must reapply prior to the Summer Quarter. Applications are available in the Financial Aid and Student Services Offices.
The lack of English skills is not a barrier to admission and participation in technical educational programs at DeKalb Technical College. Financial Aid opportunities are available to all persons who qualify regardless of their language skills.

SENIOR CITIZEN WAIVER STUDENTS
Residents of Georgia who are 62 years of age or older are eligible to enroll tuition free in courses at DeKalb Tech on a space available basis. Courses which involve external agencies or individualized instruction are excluded. A senior citizen student who enrolls tuition free may elect to audit courses for personal enrichment only or enroll in courses for credit. All senior citizen students must pay application fees, registration fees, and activity fees if applicable. Senior citizen students with tuition waived will be enrolled on a space available basis only during the first two days of each quarter.

DEFINITION OF LEGAL RESIDENCE
Tuition fees vary depending on the legal residence status of the student. A legal residence is a permanent dwelling where the student generally lives with the intent of remaining there indefinitely and returning there after a temporary absence.
Students are responsible for registering under the correct residence classification. Individuals who are classified by DeKalb Tech as nonresident but who later claim to qualify as legal residents must file a "Petition for Georgia Residence Classification" form with the Registrar's Office. Residence status is not changed automatically, and the burden of proof rests with the student to demonstrate that they qualify as a legal resident under the regulations of the State Department of Technical and Adult Education. Petitions for change in residency must be made prior to the beginning of a quarter to be effective that quarter. Petitions will not be accepted for past quarters.
The following rules have been adopted by DeKalb Tech for the purpose of determining the residency status of students:

1. A person 18 years of age or older may register as a resident of Georgia only upon showing that they have been a legal resident of Georgia for a period of at least twelve months immediately preceding the final day of registration. In the absence of a clear demonstration that they have established legal residence in Georgia, no emancipated minor or person 18 years of age or older shall acquire Georgia residence status for fee purposes while attending any educational institution in the state.

2. A person less than 18 years of age may register as a Georgia resident only upon showing that their supporting parent or guardian has been a legal resident of Georgia for a period of at least twelve months immediately preceding the final day of registration.

3. All aliens shall be classified as nonresident students. Aliens with a permanent visa have the same fee privileges as citizens of the United States.

4. Resident aliens are classified as residents one year (12 months) after the date shown on their Resident Alien Card.

5. If the parents or legal guardians of a minor change their legal residence from Georgia, the minor may continue to take courses for a period of twelve consecutive months after the payment of resident fees. After the expiration of the twelve-month period, the student may continue registration only upon the payment of fees at the nonresident rate.

6. In the event that a legal resident of Georgia is appointed as guardian of a nonresident minor, such minor will not be permitted to register as a resident student until the expiration of one year from the court appointed date, and then only upon proper verification that the appointment was not made to avoid payment of nonresident fees.

7. Military personnel stationed in Georgia and on active duty, except military personnel assigned to institutions for educational purposes, shall pay the same fees assessed residents of Georgia. This also applies to dependents of military personnel.
